The VMS 4.7 distribution is now available for download at: https://www.dropbox.com/s/ipk28nb82dw0w1n/VAXVMS047A%20copy.zip?dl=0
It's a combined 4.6 and 4.7 release as there doesn't appear to have been a standalone 4.7 installation - you need to install 4.6 and upgrade to 4.7.
Also new is a product which I found in the University of Stuttgart archives called CMU-TEK-65. It appears to have a TCPIP stack, sockets and mail exchange software, but also references JNET which may be of interest to some. I have not tried installing or configuring this as it's outside my scope for gathering DEC software.
There are a few dependencies which I haven't be able to find yet, so if anyone knows of where I could source the following products I would be extremely grateful if you could let me know:
LSE & FMS for VMS 4.x
CDD version VT4.0-0
